This has two meanings.
1. When you borrow an item, such as a book, from the library.
2. Each individual copy of a journal is called an issue (or part). Journals are published on different frequencies, for example, monthly - which means there would be 12 issues per year, quarterly which means there would be 4 issues per year and so on.
